What is Prop 64 and how does it apply to Norcanna?

As you’ve probably noticed, some of our products, such as the vape cartridges have increased in price over the last couple months. Over the next few months, you will start seeing some of our new flowers from farmers from Humboldt, Mendocino, Trinity, Santa Cruz and other areas. These are state compliant prop 64 farms who are no longer operate as sb420 farms. Due to Prop 64, we are required to transition away from our SB420 Collective Model and conform to the new Adult Use guidelines. Due to this, we are receiving back-breaking tax increases from the State of California, including 15-24% State Excise Taxes, 7.25-8.75% Sales Tax, and various locality taxes. You will start seeing some competitive higher priced flower products on our menu that reflects these outrageous state/city taxes, but we are trying our hardest to shield you from these increases. We are actively searching high and low -state wide- for high quality flower at lower price points. We have no control over the taxes and what the new prop-64 farms are charging for their products.  You can tell if it’s the new prop-64 farms flowers by the price, packaging ( jars and state compliant packaging) , tests and harvest dates on all items. Norcanna will still be offering our low priced flower for as long as possible and expect to see new flowers both prop-64 and non prop-64 compliant.


 Save on the Sales Tax with California Issued medical cards.


If you apply with the California Department of Public Health Medical Marijuana Identification Card (MMIC), you will not receive Sales Tax on your orders. This is the only way to avoid paying Sales Tax for cannabis products in the State of California. This is the only exemption the state of California is offering. All other taxes are still applicable, regardless if you have a MMIC or not.  Regular Doctor’s Recommendations or 215’s will not work. The state is mandating that you go through their database.


The MMIC costs about $100, depending on the county you reside in and must be renewed annually. There is a fee waiver for those who are on a fixed-income and are receiving welfare or public assistance. The waiting time is about 35 days and retroactive sales tax is not given while you are waiting for approval. Please understand what you are doing.  You will be put into a state database. Conflicting issues like owning a gun, child support and other issues could very well flag your name and cause other known or unknown issues to surface. This is a state government track and trace program.  For example, the state of Hawaii is requiring a similar track and trace Medical Cannabis Patient Database, and used the patient information to start confiscating medical cannabis card holder’s firearms within 30 days. KNOW YOUR RIGHTS! Tread wisely.

Is medical marijuana legal?

Yes – in the state of California, medical marijuana is legal. On November 5, 1996, California passed Proposition 215, and Section 11362.5 of the Health and Safety Code was codified and added to reflect the will of the Voters. It is also known as the Compassionate Use Act of 1996. The purposes of the Act include, in part: “(A) To ensure that seriously ill Californians have the right to obtain and use marijuana for medical purposes where the medical use is deemed appropriate and has been recommended by a physician who has determined that the person’s health would benefit from the use of marijuana in the treatment of cancer, anorexia, AIDS, chronic pain, spasticity, glaucoma, arthritis, migraines, or any other illness for which marijuana provides relief; and (B) To ensure that patients and their primary caregivers who obtain and use marijuana for medical purposes upon the recommendation of a physician are not subject to criminal prosecution or sanction.”

Does NORCANNA have a store I can visit?

No – we are a complete online store, part of whose mission is to pass savings on to you. We can offer lower prices because we have no brick and mortar or lease to maintain. Additional costs of having a store front are security guards, utilities and display cases and all these savings are reflected in our low prices.

Does NORCANNA charge sales tax on medicine?

The State of California has decided that medical marijuana prescriptions, unlike other prescriptions from conventional pharmacies, are subject to state and local sales tax. Upon checkout of your purchase, sales tax will be already calculated for you to achieve a final total sale price. To make sure there is no confusion sales tax is always reflected in the price per item.

What do I need to become a member of NORCANNA?

1)You must be 21 years of age or older. 2) You must have a valid and current physician’s recommendation for the use of medical cannabis. 3) You must have either a California Driver License or a California Department of Health Services Medical Marijuana ID Card. 4) You must pass verification of the above-mentioned documents and have a NORCANNA membership application that has been approved by the Co-op Director.

How long does the verification process take?

As soon as we are able to confirm your physician’s recommendation for medical marijuana with his or her office, we are able to begin processing your registration. This process is usually completed on the day that the verification is submitted, but we ask that you allow up to two business days, due to holidays and your physician’s office hours or availability. We try to verify the recommendations for medical marijuana as soon as we receive the appropriate documents. The turnaround is usually within the hour of you sending the appropriate and current recommendation. We try our hardest to make this as fast as possible and get you logged in to NORCANNA.

What happens after I am verified?

After verification of documents and a phone call to the prescribing physician’s office, an appointment with the Director of the Co-op is made for you to help you understand the membership process and to set up a delivery time and place if need be. We believe that this is very straight forward and intuitive, but we are always here to help with any questions.

What is the difference between a physician’s recommendation for medicinal marijuana and a DHS card?

After you have obtained a physician’s recommendation for medical marijuana, you can then take it to your local Department of Health Services and for a fee, you can get a county-issued State of California medical marijuana ID card, also known as the DHS card. NORCANNA accepts both the recommendation and/or a DHS card. If you have a current Doctors recommendation original and appropriate I.D we will accept this as well as the State Issued I.D or Oakland’s I.D program.

What happens to the information I provide to NORCANNA?

The number one priority of NORCANNA is the confidentiality and identity security of all of our members, thus we keep all medical information strictly classified on a secured server. If you chose to no longer to be a NORCANNA member, we will purge all electronic and paper files related to your membership. We do not and will not share your personal information with anyone without your express written consent. Your information is only used by our staff for verifying your prescription status and for processing your orders. For more information, please see our privacy policy.

Do you share my records with any government agencies?

No, we do not voluntarily share members’ medical or any other information to anyone and/or any government agency. Your information is for medical verification only and is kept strictly confidential. You have rights and we respect your right to privacy. Again, please refer to our privacy policy.

Are there membership fees?

No, there are neither annual fees nor sign-up fees to become a NORCANNA member.

How do I schedule a delivery?

All deliveries start at 10:00. You may order your medicine online 24 hours a day, 7 days a week through email, fax or by phone. We try our hardest to make sure the orders are usually filled and delivered same day if that is what you requested. NORCANNA will promptly notify you if there is an issue or concern with the delivery time schedule. Business days are seven days a week including holidays. NORCANNA tries to make same-day deliveries if at all possible. We are compassionate and understanding as to your special needs and extenuating circumstances, so please let us know and we will endeavor to work with you.

Where do you deliver?

We deliver to many areas within the greater Sacramento area but not within the city limits of Sacramento. Please call us at 916-671-3446 for more info.

Do you charge for delivery?

Deliveries are free-of-charge with a minimum donation of $80.00 in the surrounding towns and cities of El Dorado Hills. Outside of the El Dorado Hills area, a fee for delivery (FFD)  is possible and will be calculated based on distance*, unless your order is above $120.00.  Please contact NORCANNA for details about this service. *We reserve the right to charge additional delivery fees if the address falls outside of our normal delivery area, in a rural area, or deemed a special location. Who will be delivering my order?

A Co-op concierge will deliver your medication. He or she will be knowledgeable, clean-cut, compassionate and very discreet. Prior to delivery and unless otherwise notified, you may receive a phone call verifying that the driver is approaching the destination. You will also be able to track this on the website under the tab ” where is my delivery”. We understand your need for and respect privacy.

Should I tip the driver?

It is not necessary to tip, but always welcomed and appreciated.

What will I expect from the concierge?

You can expect a clean cut concierge who will be knowledgeable on your order and handle the transaction in a professional and discreet order. Concierges do not carry cash on them at any time. They also can update your membership or answer any questions you might have concerning your medicine and services.

If I am a member can I vend to NORCANNA?

Depends on the product, where it was gown, how it was grown. We here at NORCANNA have very high and strict standards. Your product must meet the NORCANNA– Humboldt standards. Due to liability reasons we do not accept vendors that sell eatables. Please contact NORCANNA via email or contact us tab on the home page if you are looking to vend.

Is my product organic?

All growers are regulated by the directors of NORCANNA and an on-site inspection is made to make sure that everything is held to our high standards. It is currently impossible to have medical marijuana FDA approved and label organic or California approved organic. Rest assured All of our products are grown in organic soils and or use only organic products when available, and flushed with pure Humboldt County waters to insure the cleanest product available on the market today.

Is NORCANNA hiring?

Currently we are not hiring, but please check back with us from time to time.

I have a large order can NORCANNA handle my needs?

For large orders please contact NORCANNA via email. We do whole sales to brick and mortar dispensaries in the Los Angles area and Bay Area.

Can I mix my picks of medical cannabis?

Yes. You can mix anything on our menu within the appropriate weight allotments.

Will I be asked to show my ID/recommendation?

After your initial verification, we will only need to see your government-issued identification. There are absolutely NO EXCEPTIONS to this rule! After you have been vetted Showing your medical marijuana recommendation will no longer be necessary because we will have it in your member file, along with its dates of validity. Should those dates expire, we will need to reverify your eligibility.

Can I be refused from the Co-op if all my documentation is in-order?

We reserve the right to refuse service for any reason. However, such refusal of service would be extraordinary and would most likely be the result of a member having displayed inappropriate or abusive behavior toward a Co-op concierge. Please refer to membership rules.

Does NORCANNA give discounts to military or severely ill patients?

Yes. This is a done on a case-by-case. Please contact us via email for more information concerning a discount before placing your order. Military personal always gets a free item with minim order.
